This hat fits SLIGHTLY LARGE. If you like a little extra room, you can order your standard size. For those that prefer a more snug fit, you can size ONE SIZE DOWN. 
Example: 
7 3/8" (59cm) can order 7 1/4" (58cm) and it fits like your 7 3/8" sizing. If unsure and you are between sizes, you can order your standard size and add some duct tape (folded over) in the sweat band where you have extra room to close the gap a bit. You can also purchase foam inserts on Amazon and size it to your preference.
